Omställning till ett hållbart transportsystem – Når Lunds kommun sina klimatmål?

Sammanfattning: In order to limit global warming to 1.5 °C in accordance with the Paris Agreement global carbon emissions must reach net-zero around 2050. Lund municipality has set two climate goals: - 80 percent emissions by 2030 and close to zero emissions by 2050. The transport sector contributes to nearly half of the emissions in the municipality and is a main challenge to reach the climate goals. This thesis aims to analyse whether policy measures in the transport sector in Lund municipality lead to the fulfilment of the set climate goals. This is achieved by using neoclassical theory and transition theory to analyse policy documents and data of traffic flows and measures for walking, cycling, public and car transport. The results show that policy measures are carried out to increase level of walking, biking, and public transport, however clear policy measures to reduce the attractiveness of car use are not identified. The conclusion of the study is that current policy of Lund municipality will not lead to the fulfilment of the set climate goals. Main policy recommendations to Lund municipality are to significantly increase parking fees, make powerful investments in walking, cycling, and public transport and to avoid large-scale investments strengthening current transport system.
