Sammanfattning: Hungary is one of the countries that has followed the global trend of democratic backsliding. Inspired by the closing of the Central European University in Budapest we decided to take a closer look at which laws made it possible for the Hungarian government to implement these changes on the higher education institutions. The purpose of this essay is to examine the civil democratic activity following the changing of laws concerning higher education in Hungary. We will use the theory that supports the hypothesis that democracy benefits from a larger amount of higher educated civil society and that students are an active part in the democratic activities. We will theorize our study by viewing demonstrations, protests and online opinions as part of civil activity. We have by using established data and theories discussed different parts of the issue to come up with an answer as nuanced as possible. Our study will focus on the time limit that varies between 2010 and 2020, the reason being that Hungary had a shift in leadership in 2010 when the current party took office. The following study is a theory consuming examination that reaches the conclusion that civil partaking in democratic activities is crucial for a well working democracy but that it doesn’t have the ability to represent the vulnerability of a democracy by itself.
