Sammanfattning: Drawing from New public management-philosophy and economic theory of credence goods,the purpose of this study is to examine state actors’ and for-profit actors’ views on the role ofthe state and market in the Swedish school system. Using qualitative analysis of ideology and ideal types of three different public management models, this study strives to achieve its goalby assessing three state actors and five for-profit school actors concerning the proposal toinstitute the principle of public access to information in private schools during the period2011-2019. By analyzing the ideological content, based on the clash of opinions between thestate actors and the for-profit actors concerning public access to information in privateschools, this study hopes to illuminate the risks concerning for-profit interests operating in aschool system characterized by information problems.This study finds that the role of the state in the Swedish school system according to the stateactors can be understood in terms of a hierarchic role. The role of the market according to thestate actors can be seen as a means to strengthen the right to choose between different schoolalternatives. According to the for-profit actors, the role of the state revolves aroundstrengthening the business conditions in the school sector. According to the for-profit actors,the role of the market in the school system consists of its ability to reduce costs, implicatingthe for-profit actors’ interests in profits, rather than public transparency and openness.
