Mitigering i översiktsplanering - En studie av hur översiktsplaner från 21 av Skånes kommuner behandlar minskning av klimatutsläpp

Sammanfattning: Swedish municipalities have the responsibility for spatial planning in Sweden and therefore also play an important part in the climate change efforts at the local level. Municipalities can, through strategic planning of areas such as housing, traffic infrastructure and energy supply, contribute to reduction of greenhouse gas emissions. Municipality's comprehensive plans are meant to set the direction for the long-term development of the physical environment and guide decisions concerning building, land and water use. This study examine how often and in what manner the mitigation perspective is reproduced in comprehensive plans from 21 municipalities in Skåne. The aim is to compile a picture of how municipalities relate to mitigation in their overall spatial planning and how the climate issue has been integrated. The analysis is of a quantitative as well as a qualitative nature and identifies the areas in witch the climate perspective occurs and the way it is expressed. The study shows that the climate perspective appears in many different ways and to different extents in the comprehensive plans. The parts of the plans that address mitigation are: general writings, writings about building, traffic and energy, references to other programs, references to other bodies, implementation and impact descriptions. Some of the plans address mitigation in several of these categories. In other plans the mitigation perspective is very limited, or not present at all. The way the mitigation perspective is expressed also differs when it comes to clarity in formulations about what is to be done and the level of concretion of such formulations. The results are discussed in the light of the legislation in the field and expectations from national authorities on sustainable spatial planning as well as previous research about strategic spatial planning, comprehensive planning and mainstreaming of climate change.
