Multi level governance - Democratic benefactor?

Sammanfattning: This is study of Multi level governance and its implications on democratic rule. Cosmopolitan democracy theory has been used to illuminate and highlight the institutional and political conditions that are necessary for an effective democratic rule. This study is a qualitative case study, evaluating the case if the EU as a scene for implementation of the multi level governance system. The European multi level governance system is here evaluated against certain democratic criteria for democratic rule in order to evaluate if this ?new? type of governance effectively meets these criteria in practice. The findings of this thesis have shown that, while the multi level governance can offer potential developing mechanisms for increased democracy and citizen participation, as for now, in the case of EU, the criteria set up for democratic measurement are not being sufficiently met. This can be explained principally due to the complex nature, often too complex for the average citizen, of the European multilevel governance.
