Work in the public sector have come to be characterized as work where dilemmas arise in various areas. The purpose of this dissertation is to examine how administrators at the Swedish Migration Agency, in their role as grassroots bureaucrats, perceive and describe the practical dilemmas that might occur at the Swedish Migration Agency. This dissertation is first and foremost focused around the dilemmas that occur within bureaucratic organizations where the goals of the organizations are at the same time efficiency, service, and legal certainty for the individual. The dissertation consists of five interviews with six administrators at one immigration office in Sweden. The interviews where semi-structured and were performed with an interview guide. Data from the interviews was analyzed through thematic analysis which show that the characteristic dilemmas that grassroots bureaucrats encounter became clear in particular five areas. These areas are missing identification, descriptions of easy and complex cases, language barriers, insufficient time and resources and the balancing act of striving for quality on one hand and on the other hand striving for quantity. Earlier studies on the Swedish Migration Agency has shown that there is a discrepancy between what administrators say they can manage and what management is expecting from them. This dissertation confirms this.
