Svårigheter i implementeringen av LSS-lagen

Sammanfattning: Abstracts: This study was inspired from the lecture by Nils Erik Hansson's called "Housing with special services according to LSS-Act" (2011) in which the lecturer noticed some shortcomings in the implementation of the LSS- Act, in particular concerning difficulties in moving away from institutional behavior in the housing for behavior in which the patient's wishes is the focus and control operations. He believes that change as the LSS -Act, introduced in 1994 intended to accomplish takes considerably longer time than should be reasonable. The aim of this paper is to investigate how the implementation of the LSS-Act of 1994 was carried out and analyze the results of our investigation based on new institutional theory. Our purpose is also to analyze how the first-line managers in the LSS division looks at the implementation process and assess the current situation in their respective working areas based on their ambivalent roles in an intermediate position where they are expected to have loyalty claim against both their subordinates and even against their respective chiefs. The question of what first-line managers think about their own and their employees' professional roles and how the organization's framework and structures have influenced their work with implementation of the LSS -Act has been common themes in our interviews. The study is structured as a qualitative study using semi-structured interviews as a method and a new institutional theory as a theoretical perspective.
