Sammanfattning: The aim of this thesis is to investigate the main tasks and factors that affect the Swedish rescue service’s capability to handle an accident with hazardous materials. To accomplish this aim, two methods were used: a literature review and interviews. The literature review was carried out to identify tasks and factors, and also to understand the subject and the available research on the topic. Interviews were conducted to understand the real-world situation, and the opinions of experts working with accidents with hazardous materials. Several tasks were identified, and the main tasks were “gather information”, “assess risk”, “cooperate”, “stabilize the accident”, “contain the hazardous material and decontaminate the environment”. Several factors were identified, and the two most crucial were soil conditions and the properties of the material. The goal of the thesis was to suggest a method for how the Swedish fire and rescue service should describe their response capability based on the main tasks and critical factors. For this, the thesis suggests a scenario analysis method. It will allow the individual fire and rescue service to point estimate the time it takes to perform the identified main tasks given the critical factors. For further research, the thesis suggests to focus more on either dangerous goods accidents or industrial accidents.
