Förmågebedömning ur ett civilt och ett militärt perspektiv : Utveckling av metoder för bedömning av krishanteringsförmåga

Sammanfattning: The methods for assessing capability in the Swedish emergency management system are mainly based on resources. It is however questionable whether a method should be based only on available resources. The aim of the thesis was to examine if the old MSB method used to assess capability within the Swedish emergency management system can be improved by studying methods for capability assessment in the military field. As a point of departure the ACU framework was used in the thesis. The methods used to collect information about methods for military capability assessment were scoping study and interviews. The analysis resulted in suggestions for improvements, which were to expand the definition of capability and to include scenarios, tentatively developed through the risk and vulnerability assessment. Furthermore, the assumptions and conditions that serve as background knowledge in capability assessments should be documented. This may be done using a template. Finally, consideration should be given to the description of task, consequences and uncertainty. In order to take these components into consideration, the identified military methods can be a source of inspiration. No final conclusion has been reached concerning which method is most appropriate for assessing capability in the Swedish emergency management system. One additional aim has been to improve the military methods based on information identified in civil methods. Unfortunately, it has not been possible to provide the military methods any concrete suggestions for improvements based on the old MSB method. However, the suggestions for improvements stated for the old MSB method may also be used to improve the military methods.
