Sammanfattning: The situation of officials of public and governmental organizations have been recognized as increasingly risky, in which the influences of both threats and violence have become an issue that administrators have to manage. Experiences of feeling threatened in their workplace or in their professional lives has been marked by an increased number of reported cases in the work environment authority. Common to the problems faced by many agencies and important associations that dealt with its often derive personal and sensitive issues. The purpose of this study is to highlight how veterinarians and animal welfare inspectors on the counties of Blekinge, Kronoberg and Kalmar experience the interaction of regulatory and prohibition cases. Länsstyrelsen is the one that can decide what is to happen to an animal that has been kept under bad conditions. They will also work preventive to animals well being, they may decide to dispose harmed animals or prohibit a person to have animals or species. Animal welfare inspectors and veterinarians have a relatively reverse situation compared to other officers. Instead of the citizen visits authority, the welfare inspectors go home to the citizen, which is why we have chosen to highlight their work. The study is based to the symbolic interactionism and Goffman's dramaturgical theory. This explains how the action is framed and must structure and then how it opens into how to experience the interaction between a disciplined approach and an affirmation of the way of acting different emotions. Overall - what will be the tone for the identity they create themselves in their profession. We also relate to a study by Peter Ehn - in government service - a role with many bottoms, and his five types of different behavior models for discretions stands today-collar, available. Their meaning is aimed to see different perspectives, which he terms as follows: classic, expert, manager, representative and normal bureaucrat. The models clarifies the resources available in the ability to apply their professional performance from different perspectives. Our data is based on a questionnaire sent out and three interviews, two of which occurred in the focus groups and includes three county councils in southern Sweden. The result shows that the number of reported cases has increased in pace with the knowledge of animal rights and cases of mismanagement come to be receiving increasing attention in the media. Informants perceive themselves often to have a strained work situation. Aspects like approach to aggressive pet owners and demands for efficiency results in working environmental dilemma. Through the study we gained an increased knowledge and understanding of how the interaction may appear between welfare inspector and pet owners seen from the position that animal welfare inspector finds itself in.
