Logiker som påverkar samarbetsprocesser mellan offentliga organisationer : En studie av samarbete mellan Migrationsverket, lärosäten och andra offentliga aktörer

Sammanfattning: Public organizations can collaborate, cooperate or coordinate efforts to reach politically set goals. For the Migration Agency and higher education institutions such as universities, cooperation is required to manage the process when an international student from a third country has chosen to study in Sweden at a Swedish university. The purpose of the essay was to investigate the complex phenomena that different public organizations can face when anorganizing process takes place. The essay is a study in what is described as ”Government” in which the cooperation between authorities is central. The essay's methodology is based on aqualitative study with social constructivism as an analysis tool in the understanding of how organizations are constructed. The qualitative study consisted of seven semi-structured interviews with staff from the Swedish Migration Agency and Universities. These individuals have been able to highlight the different institutional logics that delimit and unite activities. The theoretical ground is based on new institutional theory with a starting point in institutional logics and boundaries. The institutional logics of bureaucratic logic, political logic and market-oriented logic have resulted in finding answers to the fact that there are two dominant parts that becomes visible in the collaboration between the Swedish Migration Agency and universities, where international students are the organizational field. The study has shown that there is: a) the control mechanism at the Swedish Migration Agency and b) the global university. What has been demonstrated is that the control mechanism at the Swedish Migration Agency has a clear bureaucratic logic with influence from a political logic. The global university can be seen as a hybrid organization where the bureaucratic logic is visible with the influence from the political logic. What separates the control mechanism at the Migration Agency and the educational institutions is that, in addition to a bureaucratic logic with influence from a political logic, the educational institutions also show tendencies towards a market-oriented logic. The market-oriented logic contains features of New Public Management with competition and efficiency. The result is that Swedish universities can thus be described as hybrid organizations in their work with international students and the migration process.
