Sammanfattning: This paper aims to answer whether a country with a history of war leads to a thoughtful crisis preparation even in peaceful times. To do this, I will utilize the crisis management theory which is based on the concept of there being two important steps to take to prevent a disaster and to deal with a crisis. These are preparation and response. The government needs to have a good preparation plan, and they need to act in the right way when the crisis is coming. This paper compares Finland and Sweden to find out how their preparation and action within crises are to be able to answer the research question. Their war history is different; Finland experienced three wars during WW2 whilst Sweden has not experienced any since the beginning of the 1800s. The constitutions of both countries are also being compared to each other. Finland’s well-developed crisis preparation law gives the government considerable powers and, thus, it can make quick decisions in different type of crisis, Sweden has a weaker system that is not nearly as well prepared for a crisis. Hence, the conclusion that a history of war does probably lead to better crisis preparation even in peaceful times.
