Vad fattas en hemlös?

Sammanfattning: This thesis analyzes governing and power relations with the help of Foucauldian theories regarding the creation of subjects, “problematization” and “governmentality”. This theoretical approach is aimed at welfare programs regarding homelessness in Sweden and two models in particular: The Housing Staircase and Housing First. Since the early 1990’s The Housing Staircase, in which the homeless person is “trained” to be “capable” enough to “handle a house” through different housing conditions reminding of a staircase model, has been the main program designed for fighting homelessness for municipalities in Sweden but since a few years it has been widely criticized by supporters for a new model, Housing First. Housing First has been promoted as a revolutionary idea of both thinking about and fighting homelessness with focus on respect for the individual and based on the principle of a basic right to housing. This view is questioned within this thesis and deconstructed through the theory of governmentality along with the whole discourse of homelessness in Sweden. Instead of describing Housing First as a new and radically different model for fighting homelessness, it is analyzed as a different way of governing subjects, adapted for the modern, liberal state.
