Alla är överens, men ingen tar ansvar? En kvalitativ undersökning om ansvar gällande långsiktiga boenden för barnfamiljer i hemlöshet

Sammanfattning: This study investigates how representatives from the Swedish Social Service and the Sweden City missions describe their responsibility concerning long-term housing for families in structural homelessness. The aim is also to have the representatives’ perspectives on how the situation for the target group can be improved. Even though the research concerning structural homelessness is well examined, research on how different sectors describe their responsibility has been given less attention. Through a qualitative case study, the results of this study are based on seven interviews with interviewees from the Swedish Social Service and the Sweden City mission. The study shows that many efforts for families in structural homelessness are being made. Still, the main responsibility is not described to be on any of the actors in the study. The responsibility is foremost described to be a contribution of social support and creating preventative efforts, not to provide long-term housing for the target group. Concerning future development, the interviewees describe worries about a negative development with risks of increased problems. The importance of drastic measures on a structural level is highlighted in terms of sustainable housing for families in structural homelessness. By analysing the empirics with Frasers' theory of social justice and Honneths recognition theory, the study found that the families in structural homelessness tend not to be recognised in the discussion concerning preventive efforts and structural changes. Questions concerning a focus on social efforts and individual responsibilities arise but tend to coin a deficient focus on structural homelessness.
