DISKRIMINERING MOT ROMER I UTBILDNING? Hur romer porträtteras i centrala EU-dokument

Sammanfattning: The aim of this thesis is to study how Roma is portrayed in policy documents from the EU with focus on education for Roma. Previous research has shown that Roma often is excluded from mainstream education and that Roma often is portrayed as a problem and the reason for the fact that they are excluded from mainstream education. The theoretical approach of the policy analysis stems from poststructuralism. The method used to analyze the problematization of Roma in the documents is done with the WPR-method. The purpose of the method and the theoretical approach is to study underlying ideas or structures through problem representation. The results showed that the problem formulation of the documents is that discrimination is the main problem with Roma inclusion and in some cases that Roma are portrayed as the problem. The result also shows that there is less negative portrayal of Roma in policy document 2. Indicating a positive development in terms of problem representation in policy documents. The conclusion drawn is that the categorization, exclusion and problematization of Roma in the documents reproduces the idea of Roma as the problem and therefor ensures their social exclusion.
