Sammanfattning: Quality Indicators: Help or hinder? - The study examines the National Board of Health and Welfare's construction of quality in women's shelters in relation to women's safety and security. The study is based on the quality indicators developed by the National Board of Health and Welfare on behalf of the government. The National Board of Health and Welfare is an authority in Sweden with responsibility for health and social care. They also develop and support health care and social welfare. The material is analyzed using the method What's the problem represented to be? The method consists of a number of questions that are asked to the material in order to understand and identify representations and understandings of the problem. The theoretical approach for the study is Carol Bacchi's theory, which focuses on how policy documents construct problems. Her theory emphasizes multiple interpretations and understandings of different problems. The theory suggests that language is not only a discourse, instead there should be a greater focus on the use of language in specific contexts. Based on the study, it is possible to conclude the National Board of Health and Welfare's construction of quality at women's shelters in relation to women's safety and security. Their construction consists of strong correlations between quality and manning or personnel. Procedures, safety planning and protective devices are also part of the construction of quality. In addition, documentation, adapted facilities and personnel with the right skills are also considered to take part of the construction of quality at women's shelters. The study also demonstrates how the perpetrator is excluded from the problem representation in the construction of good quality. Nor are there any other components or obstacles mentioned in the National Board of Health and Welfare's construction of good quality at women's shelters in relation to safety and security. The study concludes with a discussion where it is noted that there is a need to rephrase the quality indicators and how previous research relates to the results.
