Sammanfattning: The establishment of the delegation in 2016 for investigation of public governance in Sweden arose through widespread criticism of the dominant governing form NPM. The investigation is based on an effort to achieve an optimal management model with trust as a primary concept. The aim is to categorize the content of the delegation's sub-report as well as an article from its report series through qualitative textual analysis. The study has the ambition to explain different theoretical aspects of the delegation in relation to three ideal models. The aim is to see whether the development of this model indicates a shift in Sweden's dominant management trend. Mapping is done using prominent aspects of literature on three governance models, Traditional Public Administration (TPM), New Public Management (NPM) and Public Value Management (PVM), which constitute the theoretical framework used. Results show that trust-based governance can be linked to all forms of governance in at least one of the six aspects that are investigated. Results also show developed forms of the goals underlined in the NPM with an approach that may also be influenced by NPM. At the same time, this model is in some respects closer to how it aims for achieving productivity within PVM and further it shows what can be seen as a return to a closed public ethos for the public sector with influences from TPM.
