Ledningssystem inom kommunal räddningstjänst - En studie om centraliseringens effekter

Sammanfattning: Due to extensive wildfires in Sweden during the years reaching from 2014 to 2019 Swedish authorities conducted an investigation examining the municipal rescue service’s ability to lead and conduct complex and cross-border operations and found them lacking. This resulted in extended demands on cross-border collaborations and continuous overall management. To meet the new demands municipal rescues services joined forces in large rescue management systems. This clustered the rescue services and divided Sweden into large operational areas with management from common command and control centers. This report aims to investigate the effects of this centralization of operational management in Swedish rescue services. Foremost based on the perspectives of robustness, local conditions and pros and cons with the new way of system management. This was conducted by a series of qualitative interviews in three of the operational cluster areas. The result shows that the new management systems have a satisfactory ability to adapt their operations to local conditions throughout the large areas. Though dependent on an existing will for adaptation. The biggest benefit of the reorganizations has shown to be proactivity in resource allocation and increased operational strength. One downside seems to be centralization of management knowledge. The robustness of the management systems is low. Mainly due to a lack of redundancy systems in the event of a dropout. None of the investigated management systems had at the time of publication a developed and practiced action plan for operational transfer to secondary command and control centers.
