Sammanfattning: The Swedish education system has in the recent decade been criticised by researchers as well as in the debate between school actors. The latest officially investigated reform is an increase of the state's responsibility for the school, either by fully nationalising the system or giving the state the financing responsibility. This is investigated in Statens ansvar för skolan (SOU 2022:53) and that is where this study originates. The study focuses on different perspectives on how the governance of the education system is argued to be designed, based on the official reports’ comment letters. The perspectives analysed are the students’ perspective, theteachers’ perspective, a perspective of the municipalities and of the national authorities. The study constitutes of a qualitative text analysis based on four dimensions of governance,identified in the education literature. These are quality, profession, equivalence (likvärdighet) and local anchoring. The results of the study indicate divided opinions of a nationalised system, amongst the different perspectives. The municipality's perspective argues against an increased state’s responsibility in the light of local adaptation, whereas the other perspectives approve the report’s proposal. A nationalised system is argued to ensure equivalence and to create a less complex education system. The analysis of the comment letters not only illustrates the complexity of reforming the system, but also offers different perspectives on the problem, all relevant when a reform is set to be designed.
