Sammanfattning: Following thesis aims to investigate whether the internal management has changed in the aftermath of the 2015 IT scandal of Swedish Transport Agency. This is carried out based on two management principles that could be viewed as each other's counterparts. Firstly, New Public Management (NPM) with its focus upon efficiency and audit. Secondly, Trust-based Leadership, with its focus upon trust and common governance. Previous research on the IT scandal has pointed out the NPM ideals as partly responsible for the scandal, which raises the question whether a more trust-based leadership has been implemented in order to prevent future similar scandals. The study is a qualitative descriptive idea analysis which mainly seeks to answer the purpose of the study based on text analysis of official documents. The study also consists of three selfconducted in-depth interviews as supplementary empiricism to the texts. The conclusions of the study are: i) the governance has slightly changed toward a more trust-based leadership, but still expresses an NPM-dominated management philosophy regarding security matters within the agency, ii) we find an ambivalence in the authority's governance, both in public documents and in regard to the interviews.
