    Sammanfattning : This study explores the construction of the “vulnerable area” by critically analyzing the assumptions, representations, and discourses that inform official documents targeting such neighborhoods. By conducting a qualitative content analysis on local policy produced in the City of Gothenburg, this thesis finds that such texts – through their imagination of space – produce “vulnerable areas” as spaces of intervention in need of extraordinary treatment.     Sammanfattning : This thesis is a case study of the Swedish manufacturing industry in which I measure how efficiently each sector uses energy (fuel and electricity) as input goods in their production processes, and how significant the impact of Sweden’s energy tax is in regard to energy efficiency. The purpose of this is to analyze energy security and preparedness for short-term demand shocks for electricity, as many ‘mega-investments’ of industrial nature are being planned in Sweden – which are predicted to require the installed capacity of Sweden’s electricity production to almost double by 2045. Using Carol Bacchi’s “What’s the problem represented to be?”- approach and Maarten Hajer’s concept of “storylines” this paper highlight how the Kristersson administration constructs the problem with the Swedish environmental policy and how the discourse is shifted using argumentative storylines.
