Sammanfattning: The purpose of this study is to examine how spatial planning on contaminated land is done in theory compared to in practice. Furthermore, the study aims to identify potential gaps that may arise between legislation and work in practice as well as highlight challenges that exist. As a basis for the analysis, theories in the form of terms such as cooperation and frontline bureaucracy are used. The study shows that united action between actors is lacking and to achieve increased cooperation, clear and distinct management as well as clear stated goals are needed within the municipalities. These components are not only identified to be necessary in order to achieve better communication and cooperation, but they were also requested by the administrators. Furthermore, it is a challenge to work with two different laws, the Environmental Code has a degree of caution that the Planning and Building Act does not have. In order to succeed working with two parallel laws, the differences need to be identified and regulated. The administrators have large room for maneuver, and they request clearer structure and guidelines in order to legitimize the exercise of authority.
