Överskuldsättning: Individens ansvar eller extern ekonomisk chock?

Sammanfattning: In this text the causes of over-indebtedness in Sweden was examined, as well as if over-indebtedness may be caused by external economic shocks or personal responsibility. The theoretical starting point for the text was (Pålsson, 2001; SOU, 2013:78) and re- ports from the Swedish Enforcement Authority (Kronofogdemyndigheten) among other sources. The concept of external economic shock was discussed and de?ned with regard to the context. Over-indebtedness was examined statistically in terms of yearly data and municipality data from the Swedish Enforcement Authority regarding its activity. It was concluded that external shocks cannot be excluded as a cause of over-indebtedness. It was concluded that external economic shocks may be expected to increase the prob- ability of over-indebtedness.
