Klimatanpassning på privat kvartersmark - En studie av privata fastighetsbolags hinder och drivkrafter

Sammanfattning: The consequences of climate change are already affecting the built environment and adaptation to these effects must be addressed by both public and private actors. In Sweden private actors have an important role to play as they are responsible for addressing their climate adaptation or accept the consequences. The purpose of this thesis is to study the barriers and opportunities for large private property owners regarding climate change adaptation to understand how it can be developed. The study is based on a literature review of academic articles within the field and semi structured interviews with employees of two major property management corporations in the Malmö/Lund-region. The interviewees work strategically and operationally with property management. I have conducted a thematic analysis of the material and further compared the results of the interviews to the results of the literature review. In the literature review I present four categories of barriers and driving forces for private actors: economic impact, knowledge, responsibility, and regulations. The interview study indicates that the participants are aware of the need to adapt their properties. The main obstacle they face is the lack of reliable data to support valuations of risks and impacts of adaptation measures. They highlight a clear distribution of responsibilities and coordination between different actors as the main driving force towards improved climate adaptation. This study suggests that the uncertainty of data is making the property owners hesitant to implementing adaptation measures, that there is a need for improved communication between different parties as wells as a need for regulations which force the property owners to act.
