Sammanfattning: In this study we have done a comparative discourse analysis about homelessness. We have studied how the discourse about homelessness have been constructed among national institutions. In order to succeed, we have examined two documents from the national public investigations (SOU). The first document is a consideration from 1922 about the law concerning vagrants. The second document is a consideration about homelessness from 2001. The discourse about homelessness is analyzed with Michelle Foucault's discourse theory, which we use as a theoretical framework. The discourse is further analyzed with Foucault's theory about power. In our study we have found interesting differences and equalities in the empirical data. We have noticed how power have been used differently, depending on the historical context. Further we have identified how the most problematised categories, is the ones that have been handled with most authority. We have also noticed differences in which aspects of homelessness that have been problematized in the two texts.
