EU-politik i svensk riksdagsdebatt. En studie om regeringens framhållande av det svenska EU-ordförandeskapets prioriteringar

Sammanfattning: This study aims to get a better understanding of how the priorities of the Swedish EU presidency, in the first half of 2023, are presented in the EU debate amongst the Riksdag, that took place in november 2023. Furthermore it explores whether Swedish domestic policy has influenced the way in which the representative politicians discuss different topics connected to the EU, in this debate. Theories around the much before studied phenomenon of issue ownership and issue competition are applied to the speeches made by three party representatives of the parties who make up the ruling government. The study analyzes the frequency of which individual representatives mention issues pertaining to three categories of priority; Climate, Security and Competition. It also takes into account the amount of space different priorities take up. This process has yielded interesting results and a few implications can be made. The representatives all seem to prioritize different issues most, although there are many similarities in choice of topics. The most prominent conclusion consists of the finding that issue competition and issue ownership can be used to explain why the political representatives prioritize discussions about certain issues. Although, the theoretical grounds used in this study are not fully sufficient in explaining the prominent role of relevant and critical issues such as the war in the Ukraine and the conflict between Israel and Hamas.
