Sammanfattning: Green public procurement is seen as a powerful tool in the process towards a more innovative green market. Through case studies in two Swedish municipalities, this study can identify factors that can be seen as either obstacles or opportunities in the production of stricter environmental requirements in green public procurement. This study presents nine factors: resources, political leadership, goals and key performance indicators, follow-up, communication, competence, the market, law. The study explains that the factors must correlate in terms of the need they have for each other instead of going against each other in order to be optimal in relation to stricter environmental requirements.
