Sammanfattning: Since the end of the cold war issues concerning civil preparedness at the municipal level has been slumbering in Sweden. During WWII and the cold war Sweden had an extensive civil preparedness at all political levels. With the absence of the threat of war the civil preparedness in Sweden faded away. Now in a state of awakening the municipalities are starting to heighten the level of civil preparedness with the national government increasing the efforts for civil preparedness. But what is the state of the municipal in Sweden? What improvements has occurred and what is the limiting factors?
