Markanvisningsförfarandet i Uppsala kommun : Hur underbygger man beslut?

Sammanfattning: This paper investigates how markanvisningar contribute to a fair construction market. It’s a method to exploit ground through construction companies and the municipality is responsible for the decision process. Markanvisningsförfarandet has faced criticism from actors meaning it’s not a transparent method to assign ground. The decision process is particularly questioned. In this paper the approach of Uppsala municipality is investigated with theories handling the conditions of the construction market and decisions. The approach has been developed in recent years and increased the number of assigned ground in Uppsala municipality. The result of the paper indicates that markanvisningar is a good way to satisfy the market and actors. When comparing construction companies in the decision process both objective and subjective decisions are made, but as long as the decisions are substantiated the actors remain satisfied.
