Medborgarnas möjlighet att influera planeringsprocessen - en fallstudie av medborgardialogen i Förbifart Stockholm

Sammanfattning: One of the latest debates in the Bypass Stockholm project has been regarding the fact that one road section, in the middle of the extensive tunnel, will be placed above ground. This will cause noise and emissions for the residents living in the area close to the road section, which is as low income suburb. The plan was for another section situated close to fancier neighborhoods to be above ground as well, but after opinions about this section sent in by citizens, Trafikverket changed their plans and will now put this section in a tunnel. The aim of this thesis is therefore to examine which citizens have the possibility to power in the planning process. This will be understood with a theoretical framework based on cultural capital, constraints, and organization. Opinions from the citizens will contribute to information about who has the opportunity to express themselves in planning processes and analyzing the planning process will let us know which citizens have the power inside the process. This study shows that strong cultural capital results in both the opportunity to express power and the power to make a difference within the planning process.
