Sammanfattning: As a climate tool, investments in pedestrian, bicycle and public transport can be important for reducing climate emissions while investments in these sustainable modes of transport can have more effects to achieve other sustainability goals such as public health, reduced noise, greener outdoor environments, reduced particle emissions and space for creative urban planning. How does a selection of Swedish regions differ in terms of investments in pedestrian, bicycle and public transport compared to the regional goals for sustainable transport? This report examines this issue and whether there are links between decided investments and broader narratives to the level of investments being made. Using a comparative method that examines the regions in pairs, the report aims to seek organizational differences, formulated goals and deeper narratives as possible explanations for regional differences in investment. The purpose of this report is to collect data of Swedish regional goals in sustainable transport and compare the target images with the investments in pedestrian, bicycle and public transport in a comparative study. Based on a selection of eight regions, regional target formulations and coherent target images (narratives) for sustainable transport are compared. The selection for a pairwise analysis is made where high and low investment rates in the budget for pedestrian, cycling and public transport differentiate each region pair. The survey shows that the regions' overall knowledge of the wider sustainability work on climate, health and equality differs between regions with different investment levels for sustainable transport. Partly the level of knowledge differs, but the report also shows that the ability to integrate these aims with each other plays a crucial role in the regions' target formulations. Integrated goals for climate, health and equality create a whole that lays the foundation for higher investments in sustainable transport.
