Samverkan mellan kommunala och statliga handläggare kring unga vuxna med ekonomiskt bistånd- en kvalitativ studie

Sammanfattning: Collaboration between municipal and state administrators about young adults who receive financial assistance- a qualitative study The aim of this qualitative study was to investigate how social workers and employment advisors on the administrator level collaborate in their work with young adults who receive financial assistance. This study is based on two different forms of collaboration between the municipality and the employment agency in a particular city in Sweden. The first form is a direct collaboration, and the second one is an indirect collaboration in the form of a collaborative project between the authorities. I have conducted semistructured-interviews with four administrators. Two of them work in the municipality, and the other two work in the employment agency. The reason why I chose to interview these professionals was because they work with the target group, young adults who receive financial assistance, but also because I wanted a deeper insight on how they collaborate with each other in their work with the target group. Two theories, structural perspective and external communication, have been used for deeper analyses of the administrators’ collaborative work. The study shows that there are obstacles in the direct form of collaboration between the municipality and the employment agency, including the authorities’ different privacy laws that often hamper the exchange of information between the administrators. Another obstacle in this form of collaboration is the authorities’ different responsibilities, including different political missions and regulations. Otherwise the results show that collaboration is more successful in the direct form through a project created by the authorities.
