Landsbygdsutveckling i strandnära läge : En studie av dispensärenden i Värmländska kommuners LIS-områden

Sammanfattning: The beach protection law has for a long time been regarded as something that prevent rural development due to its exploitation ban. The government has presented a tool with expectation that it will increase the attractiveness of rural construction. In 2010 it became possible for municipalities to identify areas in rural areas close to beaches within the framework of the municipality's overall planning. In these areas, when considering an exemption it can be considered if the measure contributes to rural development. This study aims to investigate the outcome of three of Värmlands municipalities' LIS planning, Säffle, Hagfors and Kil are the municipalities that are concerned. The focus has been on examining the outcome of the municipalities' LIS plans, determining factors for the results of the plans outcome and which problems that has been identified by the beach protection legislation regarding rural development. In order to respond to the essay’s both a document study and interviews have been applied. Much shows that Säffle received the most comprehensive result of their LIS plan, because they have applied a different method in the development of LIS areas than other municipalities have done. Kil and Hagfors have had a relatively small result from their LIS plan, six and four dispensaries respectively. The study shows that since it became possible for municipalities to pick out LIS areas, the county administration only repealed four beach protection dispensaries approved by the municipalities, which indicates that the reason why the number of dispensaries is few may not be in the legislation. Other factors may be more crucial. The study shows that a lack of interest to establish in the LIS areas has characterized Kil and Hagfors' planning, which has resulted that there have not been many dispensaries in their areas. The economic aspects have a major influence beyond the lack of interest, because in most cases the cost of production exceeds the secondary value when building in the countryside. This study shows that the biggest deficiency in the beach legislation are that it is seen as inflexible, both because it is not easy to supplement with new LIS areas after the plan has been adopted, but also because it does not take in consideration the need of specific locations.
