En nedprioriterad brottskod: en kvalitativ studie om utredares upplevelser i relation till digital barnpornografi

Sammanfattning: The purpose of the study is to describe the challenges facing crime investigators at the police department, in the south of Sweden, in relation to digital child pornography. This knowledge could contribute to an understanding of norms that dominate within the police institution and affect the extent to which digital child pornography is prioritized by law enforcement agencies. This will be achieved through qualitative semistructured interviews with criminal investigators at the police and at the IT forensic. The result is analyzed and discussed, partly based on the role of the judicial in society and socio-legal perspective, the gap problem, partly on basis of the purpose of the child pornography act as interpreted by legal interpretation based on its preliminary and legal literature. Hydén and Wickenbergs the norm model is used as an analysis tool. The result shows that criminal investigators of digital child pornography tackle several types of challenges, but the biggest one comes within their own authority. It makes it clear that one norm stands out. Crime against child pornography is not a priority in crime investigations. The norm could even be perceived as governing within the police department. The conclusion is that there are gaps between police authorities and the judiciary, police authorities and society, the Swedish child pornography law and digital development within different police areas. Therefore, child pornography can be experienced to be a challenges to investigate.
