Perception och hantering av risken för terrorangrepp inom tågtrafiken i Sverige

Sammanfattning: This master thesis is a part of the research project Coping with the new risks: Understanding, Organization and Economics, which in turn is a part of the program Risk and safety in the transport sector (RISIT), led by The Research Council of Norway. One aim of this thesis is to survey train passengers' risk perception of terrorist attacks and their attitude towards security measures. Demographic aspects of risk perception are also investigated. Another aim of this thesis is to examine the views of organizations within the Swedish Railway system, in regard to the risk of terrorist attacks, their attitude towards security measures and what motivates their security efforts. Finally a comparison is made between the views of the public and those of the involved organizations. This study concludes that neither the train passengers nor the organizations perceive terrorism as a significant threat to the Swedish railway system today. It also concludes that the passengers are skeptical towards further security controls, but relatively positive towards an increased presence of security personnel and surveillance. The organizations find it rational to increase the amount of security measures, and acknowledge that the public do not appreciate extensive security controls. The security measures that are taken are mainly motivated by reducing the everyday crimes and increasing the general security of the passengers, and terrorism is a secondary motive. There is little legislation concerning security in the Swedish railway system today, and the organizations request further regulation in the future.
