The Low African agriculture productivity, according to the World Bank Report (2008) is mainly attributed to African governments as obstruction to development owing to inappropriate government policy interventions, poor governance coupled with the state’s withdrawing from investments in market infrastructure, and support services. Harmonizing tax rates across all the polities forming a common market space is often promoted as a way to avoid this “race to the bottom in taxes” and prevent a possible under provision of public goods.
