Vad är problemet med etnisk boendesegregation? En poststrukturalistisk policyanalys av Stefan Löfvens (2021) och Ulf Kristerssons (2022) budgetpropositioner

Sammanfattning: Residential segregation is a geographical expression of inequality. The aim of this thesis is to examine how segregation has been represented as a problem in Swedish politics in recent years. My objects of study are two budget proposals, by Stefan Löfven (S) (2021) and Ulf Kristersson (M) (2022) respectively. I have made a poststructural policy analysis using Carol Bacchis method “What's the problem represented to be?”. She builds this method on a Foucoultian inspired poststructural theory, where the aim is to seek out how a policy in itself works as a producer of a problem. Although the research I present suggests otherwise, I find that the issue solutions reflected in the policies are strengthening the notion that immigrants are to blame for segregation and that the majority population in Sweden is not recognized as a part of the problem. Even though it is not the purpose of the research, I also discover that depending on whose budget plan is being examined, there are some variations in how the problem is represented. This reflects the importance that political ideology has for policy making.
