Till barnets bästa? En kvalitativ undersökning av familjehemsvård och den yttre sekretess som råder mellan kommuner

Sammanfattning: The purpose of the study is to investigate how the secrecy that prevails between municipalities, more precisely between social administrations, can be an obstacle in the case of a family home placement. Four theories have been used in this study to analyze the results: Michael Lipsky's grassroots bureaucracy, Attachment theory by Bowlby, trauma-informed care by Boswell and Batch, and emotions in legal decision-making processes by Wettergren. The six respondents were chosen by a target-driven selection where, through contacts from previous internships at family home care, we established contact with social workers at the social service. The target group that has been contacted are professionals who previously had experience working as or who are currently working as family home secretaries and children's secretaries. We have been able to answer our questions with the help of interviews. These interviews have then been transcribed and analyzed through a content analysis. The result showed that we could find similarities and differences in the answers. The family secretaries' and children's secretaries' experiences of confidentiality between municipalities in their work varied from being difficult and taking a very long time, to not being difficult if the family homes sign a consent form. According to the interviewees' statements regarding the consequences for the child, it appears that placement outside their own home is a difficult, stressful, and traumatic event for a child. For many children, it is a large and upheaval process with several parties involved around the child. It emerges among the interviewees that children who are placed try to test the family home and their boundaries. This is anchored to the traumatic adjustment that takes place in the child's life in connection with the placement.
