Sammanfattning: This essay seeks to investigate the role of demands for quantifiable and measurable results in Human Rights capacity building projects in development countries. The nature of the work is slow processes, yet the financers need to see results for their investments, to make sure that it goes through the right channels. The Swedish minister of Aid has made statements that show a wish to focus Sweden’s contribution to aid towards a strict and narrow definition of the term result and this may change the conditions for the development cooperation. To show how a strictly tangible understanding of the concept of results will be likely to affect progress towards the long-term goals, project managers of various development cooperation organizations, who are responsible for evaluations and planning of development programs have been interviewed about how they are affected by Sweden’s aid policy. The research shows that it is necessary that knowledge of what is necessary for cooperation to be efficient need to be considered. There must be room for building lasting structures and relations. Finally, the term efficiency of aid must be balanced to both be seen from the right bearer’s perspective and not only the financer’s perspective.
