Sammanfattning: Cities and urban areas increasingly have to adapt to extreme weather events such as flooding, and droughts caused by climate change. In this context the interest for nature-based solutions has increased both within academia and political discourse. Nature-based solutions are widely understood as solutions and adaption measures inspired by or using nature while at the same time providing social, economic, and environmental benefits. Although the increase in interest, there is no agreed upon definition of the concept of nature-based solutions. This essay explores how the concept of nature-based solutions, and the related concepts of ecosystem-based adaptation, green infrastructure and ecosystem services are used in municipal comprehensive planning by employing a governance perspective. The analysis is done by firstly studying the development of nature-based solutions within political discourse, followed by a document analysis of political documents defining nature-based solutions, and lastly by a document analysis of the city of Malmö’s comprehensive plan and its related planning documents. The results indicate that green infrastructure and ecosystem services are used in describing measures that partly mirrors the political definitions of the concept of nature-based solutions, while in some regards the different concepts are employed ambiguously.
