Äldre personers alkoholproblematik i kombination med omsorgsbehov : En kvalitativ studie om ansvarsfördelningen mellan äldreomsorgen och Socialtjänstens missbruksvård

Sammanfattning: Statistically, the elderly proportion of the population is growing, alongsidethe alcohol consumption within this group. This means that many of theseelderlies may need care both as domestic service but also as addictiontreatment, related to an alcohol problem. The problem though is that Swedenhas no guidelines nor adequate laws that allows specially adapted treatmentfor elderly people with combined care needs. The aim of this study is to understand how social secretaries, that aresupposed to design individual-based care to citizens, view their role as wellas the division of responsibilities for these particular individuals. The method we used was qualitative and consisted of semi-structuredinterviews with four social workers in the social services substance abusetreatment and four in elderly care within different municipalities. Thetheoretical approaches we used in the analysis was street-level bureaucracyaccording to Lipsky (2010) and Roine Johansson (2007) and Danermarks(2000; 2004) cooperation-theory. The findings of our study shows that thereis no singular unit responsible for the care of these individuals - theresponsibility is scattered throughout multiple authorities. Many of theinterviewed social secretaries mean that united action must be practicedwithin concerned social services units.
