Risk- och sårbarhetsanalyser samt visualisering av risk som underlag för beslutsfattande på kommunal nivå

Sammanfattning: The purpose of this thesis is to create a framework for risk and vulnerability analysis on a societal level, meant to be used by Swedish municipalities to produce decision basis in risk- oriented issues. The framework is based on three major principles; a systems approach to risk and vulnerability management, regulation analysis according to Swedish legislation and evaluation principles for risk management. The result of a risk and vulnerability analysis made with the aid of the framework is then visualised using a GIS system. This gives the decision maker unique possibilities for detecting dangerous conditions within the local society, for example geographical connections between hazardous activities and operations/businesses vulnerable to the specific hazard the hazardous activities bring. It is also possible to through the use of framework and GIS system calculate risk and vulnerability integrating resilience and thereby get a more precise estimate of the overall risk. The thesis was made in collaboration with the municipality of Ale and a risk and vulnerability analysis was made on a part of the municipality. The results show that the framework can be a useful tool, simplifying decision-making on a societal level.
