This study is timely and significant due to the rapid demographic shifts in Sweden, particularly the projected increase in the elderly population, emphasizing an urgent need for adaptive measures in the welfare sector. Central to this essay is the exploration of how these two municipalities navigate the complexities of integrating digital welfare technology into their elderly care services. The study uses Talbot's model to understand the dynamics of public and process interests in implementing such technology. This theoretical approach allows for an in depth examination of how each municipality, with their unique demographic, organizational and responds to the implementation challenges.
