Sammanfattning: Author: Erika Wilhelmsson Title: The (un)changed views on youth unemployment- a critical discourse analysis of the job guarantee for young people [translated title] Supervisor: Frans Oddner Assessor: Anett Schenk There is currently disagreement about whether youth unemployment should be seen as a societal-, or individual problem, and from there also how youth unemployment should be solved. A job guarantee for young people was introduced in Sweden in 2007. In the five years since then, it has changed in the Ordinance (2007:813) on the job guarantee for young people eighteen times. Ordinance (2007:813) on the job guarantee for young people and the eighteen amendments were my empirical materials by reason of wonder about what to change and what impact it would have on the youth. The purpose was to examine and analyzes the perceptions about the perception of unemployed youth and how youth unemployment would be solved. I assumed the critical discourse analysis through the three-dimensional model of Norman Fairclough which I used both as a method and theory in the analysis, and the governmentality of Foucault to see what management techniques they were using. I found that the disagreement in the research also prevailed in the regulation when it came to how to look at youth unemployment and also how to solve it. One of the main features I found in the changes in the Ordinance (2007:813) on the job guarantee for young people was the extent of inclusion and exclusion of young people at UGA, while the main content of the memorandum and legislative proposal was penalties and compensation. Youth unemployment is portrayed as a social problem, but individual solutions are used to combat youth unemployment. By disagreeing in society on how to look at youth unemployment poses problems for how to resolve it.
