Sammanfattning: In design-build contracts the contractor purchase the consultant and is therefore responsible for both design and execution. To increase productivity and innovation in railway projects Trafikverket, Swedish Transport Administration, increased the number of design-build contracts between 2012 to 2018. This created large unfamiliarity in the way of working for the actors. Today the companies in the railway industry have got used to the procurement form. Despite that, are there several difficulties with working in a design-build contract. The study addresses the difference between design-build contracts in the theory compared to in practice. It highlights difficulties and problems from a consultant’s point of view. It discusses how the work in a design-build contract can be improved to make it easier to take advantage of the benefits that exist with the procurement form. The study is based on literature studies and qualitative interviews with consultants, who have different job roles. The study’s results show that there is a negative view of design-build contracts and that the procurement needs to change. The main difficulties arise between the contractor and the consultant. Therefore, effective communication and improved cooperation is needed. A lack of communication means that it takes a long time to reach a decision and that conflicts increase. According to the consultants the increase in design-build contracts has not contributed to increased innovation. This is due to factors such as form of compensation, poor timetable, cooperation and strict regulations. In order to take advantage of the benefits that exist with design-build contracts, the execution of the procurement form needs to change. The consultants believe that an incentive that provides a financial profit for the consultants is required to achieve innovation. The contract should be designed so the consultant and the contractor work as a unit throughout the project and both share the possible financial profit. The increased communication had contributed to improve the relations between the actors. The result also shows that the changes need to be during procurement and that Trafikverket should review which projects are chosen as design-build contracts.
