"Det blev som jag sa" - En maktanalys över planeringsprocessen av Hyllie i en neoliberal kontext

Sammanfattning: In this case study the planning process of the new modernist city district of Hyllie in Malmö, Sweden is analyzed through a neoliberal and power theoretical perspective. From the original plans as a part of the great Swedish Million Program in the 1960's - 1970's not much happened to this wide arable landscape until the industrial crisis hit Malmö in the 1980's. This crisis caused large state- and local efforts to transform this industrial based city to a renewable and knowledge based economy which can be found to contain many neoliberal elements as in the reliance on market forces as a driving force in the urban planning and forming public-private partnerships in governance structured organizations. The traditional saga states that it was a building contractor with a vision, Percy Nilsson, who came up with the idea of transforming the fields south of Malmö to a dynamic city center. Other key persons that belong to this official saga is the former mayor of Malmö, Ilmar Reepalu, who has been described as the one with the visions for the new Malmö and other neoliberal projects such as Västra hamnen and Turning Torso in the old shipyard. In a power perspective the hegemonic relations has shifted during this process, from the former crisis to today. The industrial crisis gave Percy Nilsson a window of opportunity to implement his visions for Hyllie. However, the neoliberal paradigm took a long time to root in the mindset of the municipal politicians and therefor this paradigm was brought into the city’s planning procedures by the urban planners in which, I argue, possessed an important role in the planning process of completing Hyllie.
