Utvärdering av UNISDR:s verktyg inom ramen för kampanjen Making Cities Resilient - genom ett koncept av samhällelig resiliens

Sammanfattning: Current trends show that the number of people affected by natural disasters is likely to increase in coming decades. Today, more than half the world's population lives in cities and the number is expected to rise in the future. To make cities safe is therefore vital. Making Cities Resilient is an ongoing global campaign in the area of disaster risk reduction and aims to build resilient cities worldwide. This thesis is an evaluation of UNISDR's tools within the Making Cities Resilient Campaign, using a concept of societal resilience and a method for analyzing the capacities of disaster risk management systems developed by LUCRAM. The thesis was carried out as a form of qualitative comparative analysis where LUCRAM's theoretical framework was used as a grid over the campaign tools. Data collection was done through studying literature as well as conducting interviews. The main focus was on studying whether the tools within the campaign include what LUCRAM’s method emphasizes as essential to attain resilient systems (e.g. cities). The main finding is that the tools within the campaign largely cover the aspects LUCRAM's method finds essential for good disaster risk reduction. However, there are areas within the campaign tools that can be developed further and a number of proposed measures are therefore presented.
