Det narkotikaförebyggande ANDT-arbetet som värderingssystem : ANDT-strategin ur ett systemteoretiskt perspektiv

Sammanfattning: The use of drugs amongst adolescents in senior high schools in Sweden is growing. To combat this the Swedish government launched an ANDT-strategy (Alcohol, Narcotics, Doping and Tobacco). This strategy first launched in 2011 and was aimed at all the municipalities in Sweden. Although this has been active since 2011, with follow-ups and revision in 2016, the numbers of adolescents that use drugs has not declined. This study aims to examine how the resources and preventive measures that the ANDT-strategy entails are allocated and enabled. Data has been collected through semi-structural interviews with professionals within the police department, social services, county government and one senior high school in one municipality in southern Sweden. The data has been analysed with the use of Parsons AGIL-scheme and Luhmann´s general system theory. The study shows that factors like communication, cooperation, legislation and resources are essential parts in order to actualize the ANDT-strategy. The study also shows, within its frame, that if previous mentioned factors are not achieved the strategy cannot be actualized to its full intent.
