Arbete är livet - rasifiering i den regeringspolitiska problemkonstruktionen av invandrade kvinnor som inte förvärvsarbetar

Sammanfattning: Purpose/Aim: The aim of this thesis is to examine problem representations of immigrant women who, according to Swedish governmental documents, are not engaged in wage labour. Material/Method: The material consists of a Government Directive, a preliminary Swedish Government Official Report and two press releases by the Ministry of Employment, all related to the issue. The method of analysis is a discourse analysis of public policy called ‘What’s the problem represented to be?’ by Carol Bacchi. Main results: The problem representations produced in the material can be understood as modes of racialization interacting with gendering processes. Immigrant women are racialized in that they are highlighted as a problematic group in need of beeing addressed, and society is racialized in that the policies of the material glosses over and maintains racist structures of exclusion and discrimination. Possible effects of the problem representations are narrower subject positions for immigrant women and a reduction of the definition of societal values, such as gender equality and integration, to include employment and labour only.
