Den vardagliga demokratin - En kvalitativ stuide av medborgardialog i Lunds kommun

Sammanfattning: The aim of this study is to gain a greater understanding of citizen participation in Lund’s municipality. Lund municipality have based their model of participation on Sveriges kommuner och regioner’s (SKR) model of citizen participation which is derived from Arnstein’s model of citizen participation (also known as Arnstein’s ladder of citizen participation). To analyze the implementation of the citizen participation the theory about deliberative democracy was used. With four interviews from different departments within Lund’s municipality, two from citizen organizations and one from a politician, an analysis was be made. The choice to interview three different perspectives was made with the intention to gain on broader perspective regarding citizen participation. The core tenants of Arnstein’s theory of participation are operationalized which were then used as themes in the interviews. The resulting analysis shows that there are major difference in perspective regarding citizen participation that are not shared among the different actors. However, a conclusion could not be made regarding why this is the case, serval factors could have an impact like unclear guidelines or conscious design.
